Data Specialist for Community Resource Directory Project

 

DRMS recently received funding through the Mississippi Council on Developmental Disabilities to develop a web-based resource directory.  The database has been designed with input from end users.   DRMS seeks to contract with a data specialist who will be responsible for researching existing information guides, organizing the information that DRMS has already collected, obtaining additional information, and entering the information into the database designed by our partners at the Institute of Disability Studies (IDS) at the University of Southern Mississippi. 

The data specialist must have skills and time to devote to this project for four months.  The specialist must commit to the completion of the delivered final database by the end of the time period.   The specialist will work independently and set his/her own hours, provide his/her own working space, and any needed equipment.   The specialist will be required to submit monthly progress reports, and attend an in-person monthly meeting (at his/her own expense) with DRMS staff.  He/she will be expected to seek technology support as needed from the IDS Information Technology Specialist. 

The selected contractor will receive payments of $500 per month until the database is completed.  At that time, a lump sum of $8000 will be paid.   Other details will be negotiated with the contract is signed.

            Monthly meetings with DRMS                 March 1, 2013; April 1, 2013;

            Specialist completes project

Requirements for Proposals

 

I.                   Contact information for applicant, including name, address, phone, fax (if applicable) and e-mail address. 

 

II.                Description of applicant’s relevant credentials, including education and relevant work or volunteer experience.  Include details about computer experience, including specific types of software used, level of proficiency.  

 

III.             Resume or Curriculum Vitae for Applicant. 

 

IV.              Answers to the following questions:

 

A.     Describe you experience, if any, in working independently to produce a completed data-related project within a specific deadline.

B.     Why do you think you are the best candidate for this contract?

C.     Based upon the information you have at this time, explain your work plan for the first month of the contract, if it is awarded to you.

D.    How many hours do you think it will take you to meet the requirements of this project?  Do you have sufficient time and flexibility in your personal work schedule to perform those hours?  If your estimate is low, can you commit to work additional hours?  If  you find you cannot complete the project as envisioned, what would you do?

E.     This project involves organizing, verifying, and cross -referencing a large amount of material, some of which is electronic, and some of which is on paper, and then entering it accurately into a database.    How would you approach this task?

F.     Please describe your knowledge and experience, if any, with community resources that might be of interest to individuals with disabilities. 

G.    If you do not live in the Jackson, MS area, please explain your plans for the required monthly in-person meetings. 

H.    What questions or concerns to you have about this project? 

I.       Signed verification of the following statement:

“I understand that this proposal is for a contract to complete a specific “deliverable” within the stated time and for the state cost.  I understand that the bulk of the payment will only be made only upon delivery of a completed project.  I further understand there will be opportunities to revise the scope of the project if necessary to ensure completion.”

 

Letters of recommendation (no more than three)  are optional.

All proposals must be received by 5:00 p.m. on January 18, 2013.  Incomplete applications will  not be considered.
